This is right on, as I said early on, you have t remove the flaky barrier first or acid etc dont get underneath.

I'm not fond of those conversion/barrier products. For this same reason. I used to...

It's a good point but really you are spreading steel all around the bilge anyway (rust /steel particles ) The brush is the least of the problem!

Yeah, that looks bad. I think you re going to have to do most of it manually first or any rust dissolvers will be blocked by the loose debris. Scrape and wire brush. There are various wire brush...
