In the presence of moisture without oxygen stainless suffers from crevice corrosion - when exposed to the air it doesn't corrode.

There are badly built (and designed) boats around in every material. Probably less so of wood as many have had the decency to rot and sink.

Are many ferro boats even built now? Regardless, I don't think the technology of ferro cement has changed much in 40 years.

The square welded mesh I mentioned is stronger, but also thicker and...

Trouble is you can't get to all the rusting steel, which is covered in cement. If it is just localized fine, but that would be doubtful on an older ferro boat.

Once it starts rusting inside the cement coating I don't think it could be stopped - only covered up until it begins to show again.

You cannot check a ferro hull with a moisture meter because of the steel framework and mesh - it will all read as wet.

One indicator is if it was worth more than 12k someone would have snapped it up by now.
It could have a negative value - pretty common with low price boats needing work.

"a few projects" - who knows what that means.

Very under powered, and apparently all winches are hydraulic meaning you have to run the engine to sheet the sails - a bit strange.
