The quick fix for your problem is to deactivate the radar_pi plugin, in Options-> Plugins.
I'm sure the programmers of this plugin will be interested in your case.

On paper charts there is usually a source diagram showing the dates of the survey of different parts of the area covered by the chart. If the source is from ,say 1850, we know that it's an unreliable...

It never was available for 3.0.2. That page describe features only available in 3.1.1417, the current beta.
