Not quite true as I pointed out Norway and Switzerland are not in the EU but are members of the Schengen Agreement. So theoretically Montenegro could join Schengen without being a member of...

Croatia, the UK, Republic of Ireland are NOT part of the Schengen agreement but are part of the EU (well the UK is still at them moment). Montenegro is not part of the EU or...
