I would say to stick with the major brands like Kidde or First Alert rather than some cheap POS from Amazon, but if you go for marine or Home Depot, it's better than non at all!

I was thinking of the neutral lockout or maybe the kill switch stuck or is there an emergency stop lanyard missing? A 9.9 should have have one of those.

Most certainly, the forces on the halyard, boom and mast are WAAAAAY more significant than a 150 pound battery. Just did this myself last summer.
Just make sure you have the battery well secured...
