The Gulf Stream is about 200 miles offshore where the Hudson canyon (bight apex) turns it, at basicly the 200ft depth where the North American shelf ends.

5 years on the hard and the vessel is 30+ish years old with water intrusion? That would be a no for me if it were free. Everything will need to be changed out maybe even the hull.

I don’t think you need to cut a hole if you can get something into the pipe and expand it to get a purchase on the inside of pipe than pull it up into position and secure. A pipe brush might work...
