You need to mix your color 2-3 shades lighter than the test panel to get it to match. Paint/gelcoat always dries darker.

The white spots are usually caused by, water under the cloth (usually escaping from the wood), or incorrect lamination schedule...

Your primary considerations are hull, deck, and rudder integrity, leaks, and standing rigging. If a survey finds all of these in satisfactory condition, that is a starting point....
