Your least expensive bet is likely your local yacht club. Most have members who are happy to give lessons and/or would take you on as a novice crew for weekly races. If you display a 6-pack of beer...

Ya, if the dinghy is also gone too, I'm pretty sure the boat is not adrift. Somebody stole it. I would check the other side of the island.
