That appears to be gelcoat under the chips, so they either ground off the old paint (there appears to be grinder tracks all over the hull), or the new paint lifted the old stuff.

I did an old Achilles (1982) at the local CA DMV just using it's HIN and a statement of fact declaring it's value as less than $200. Find a sympathetic clerk and smile alot.

I don't know ir it's been mentioned above, but the Penta connection to the gearbox, and probably sail drive, is unique to the green monster, and will require quite a bit of machine shop work to mate...
