Foam inside is a later addition then. My 74’ Snowgoose has hollow rudders. One rudder had a surface crack and I opened it up as a safety precaution. No water or foam inside, just air.

Anchoring off the dome houses at Cape Romano or in the channel off the Park beach has worked for me. Leave in the dark on N side of the bridge and you’ll get there at dusk.

Put your detective hat on. There’s a few possibilities. While there is no shaft the short rods at each end of the rudder could be fitting into rounded out holes in the top plate or bottom support....
