The current rating is determined from the wiring, not from the source. If your wiring is sized for 15 amps, the breakers need to be 15 amps.

I had the same compressor and the same horrible noise, it was the motor bearing, and lasted a couple of weeks making the noise (I was also out and about) before seizing up completely.

Montenegro and Cyprus are also outside Schengen. Montenegro will give you a temporary residency for as long as you have a berth booked which is nice for the winter months. It is still a dance.
