You know of course that cell phones don't work "offshore" they are microwatt radio's using FM "line of sight". Range will be more a function of the height of the tower you happen to be on than any...

Keep the water out of the boat. IF money is short that is about the last place to put it safetywise. 2/3's don't inflate. You will let the servicing go out of date because of hassle and cost. Crash...

Ben , Hundreds of places to anchor in the Keys. 4 feet depth is better but 6 is doable. The new "law" per se will not be of any issue to you.
Pumpout fees run from free to 5 bucks. Public money...

Mom got full brain radiation to combat the stage 4 lung cancer that went to her brain last year. It was very effective but caused some brain damage of course.

1.5 million in State funds was approved for removal of derelict vessels.
There is no need to have money spent on enforcement..The mooring owners will be on top of it if they think your beating them...

Unless it was posted or marked almost all states have riptarian lands are public use Mass and some others specific areas aside. But most towns would prohibit beach camping otherwise the homeless...

Keys have been a no discharge zone for a long time now.....no change there other than putting the onus on the owner to prove they are good. Now remember pump out run from free to 5 bucks. Tax money...
