Transmission oil is the best penetrating oil i've ever used. Tap lightly with hammer? to vibrate oil into threads. let sit for a day or two.

Try sticking unit in freezer overnight. MAKE SURE THERE IS NO WATER IN IT! Then try heating cap with torch. DONT BURN IT JUST HEAT IT!

Actually I was at el paraso marina in Isla Mujeres many times legally checked in, never asked for insurance.

Bought my boat in Venezuela and sailed it out of there. No problems, just play it smart. The only flags I have seen down there were Brits or Canadian, guess the propaganda from the US scares the crap...
