I recommend Baysail in Haverdegrace I have chartered with them many times the price is very reasonable and the service is excellent there are lots of places to cruise and the navigation is pretty strait forward. You should definitely own a Chesapeake Bay Crusing Guide it gives descriptions of most anchorages and turn by turn directions into them as well as info on most destinations, history and things to do.
