No you don't. Just get it signed as close as possible to your departure date, and if an official says anything, which they probably won't, just explain that weather delayed you and this was as close a signature date you could get.
They want you to come visit and spend money, they don't want to turn you around.

I think you may be misreading the requirements. Its probably a vet check within 30 days of departure and contact the livestock vet in the Bahamas withing 48hrs of arrival.

They are reading it correctly but it is never enforced as its pretty impossible to. Just do get the vet paperwork within a month or so and you are fine.
