What part of the certification did she fail?

By that I mean, there are two parts: the written exam, and the on-water demonstration of skills.

If it was the practical; there are quite a few boxes to check off.. In order to take 104 she should have already passed 101 and 103..I can't imagine that she didn't pass most of them.

So I'm guessing that she had some difficulties with a few items...often it's docking, engine and systems knowledge and or navigation..that people bump into issues with.
Depending on the school, they might allow you to return after a period of time to simply re-demonstrate those areas that gave her difficulty. ( hopefully with a different instructor).
