We have friends in Seattle that use earthquake putty to hold stuff down as well to bulkheads.

We have two matted/framed watercolors and some other things that we just couldn't part with. We used a traditional picture hook in a smaller size, put the wire on it, and use either earthquake putty or heavy duty velco pieces to secure the bottom corners so there is no bumping or swinging. We know we're going to be in this boat long term, and we're live aboard, so we're not that terribly worried about a few small holes in the bulkhead.
