Try the swimming pool pump suppliers
Also try agricultural pump supplies.

Just go to a home or hardware or even a marine store and buy a standard size filter housing, some are available in clear and some have bypass valves built in. The standard size filters are available everywhere, you can get paper sediment filters, carbon filters, all the way up to full drinking water filters.

Not sure what you consider cheap but we get our filters from wateranywhere.com.

If you're just looking to pre-filter, this might be what you're looking for.

Re: can you recommend a cheap pre filter for drinking water?

You mention lumps of rust which makes me think you mean a strainer to protect the pump rather than a filter that removes very fine particulates, taste and odor.
This is what I use as my pre-strainer between my tank and fresh water pump.
