your yottie preferred masthead lights are NOT uscg mandated.
the MANDATE is for a 360 light brightly seen 2 to 3 miles distant.
traditional lower level lights work best.
both yotties and pangeros are able to see lower placed lights in a hill ringed anchorage. masthead lights do not stand out.
place anchor lights on foretriangle or above mainboom and / or light cockpit very well so folks can see you.
masthead lights are not visible in an anchorage ringed by hills with well lighted homes and businesses.
this has been spoken by many for many years.

I have a friend who gets so annoyed with flashing anchor lights that he pulses a spotlight at the boat in question. I try to be compassionate by assuming the people are half blind and it's the only way they can find their boat in the dark.

Ignore the running and overhead lights in the photo, but having subdued cabin lighting in addition to the anchor light could work if there is a fear of collision while anchored.
