It does not happen in Australia either. Sure a few folks rent out their pontoon/jetty to somebody on a long term basis, usually if they know them, but in the 40 years that I have been here and most of that I have been sailing in one form or another, I have never heard of anybody doing this on a basis outlined by the OP. So don't think badly of folks in the States because they don't do it when it's not done at home either.

When somebody told me that I was delusional, I almost fell off of my unicorn.
