Cheoy Lee 41 throttle cable

Hi, I recently purchased a Cheoy Lee 41 (Ray Richards). The throttle cable, engine is a Perkins 4.108, is rusted an needs replacing. The only way I can see to do this is to remove the exhaust manifold. Agh! Any ideas or suggestions? Thank you.
