They were both acting childish. Most marinas have a no [emoji226] policy but unless you own the marina you have no right to toss someone off. The appropriate thing would be for the resident to inform the authorities and leave well enough alone. The fisherman would have probably been on their way soon anyhow.

When did the world become a "tattle tale" society? What ever happened to talking to your neighbor and saying "hey man, I hope you catch a lot of fish today, but did you know there was a no fishing policy in the marina?" And maybe suggesting a better hot spot for them to check out. Why do people always feel the need to "tell the authorities"?

So many people filled with rage. If a law was being broken by the fisherman, call the police. Acting out by circling the boat didn't break any laws but made the driver look like a lunatic, and nowadays could have escalated the situation to violence. How would this guy behave in a crowded anchorage?

Because we can't afford to hire enough "authorities" to see everything themselves.

If you saw a woman being raped would you walk on by and hope the authorities happened to drive by or would you try to stop it and tell the authorities what you saw?

If you were driving down the street and saw a house on fire would you tell the authorities or just drive on by?

If your house was being broken into, wouldn't you hope a neighbor would tell the authorities?

Or retrieve your authority from glovebox or nightstand or holster.

However in this case, just being a bozo is not a shootable offense IMHO.

The resort neighbour next door had to call the police weekly when the bonfire parties got out of hand.

Eventually I decided to just let it overgrow with thick thorny saplings and weeds to make it less attractive.

And now for something similar to the OP:
Coming into a certain boat ramp with my Robalo CC is always a bit tricky (usual wind, etc., plus not so good steerage at low speeds).
With miles of shoreline, piers, etc., ijit fisherman in lawn chair at dusk has lines out directly across the ramp approach area.
Concentrating on dock approach (*singlehanded), lines ready, timing power and drift, don't even notice ijit's lines in the gloom.
Chop, chop, wazzat? Ijit looks like he's got a big fish...for a millisecond. Who cares.
Drift to dock, jump around, set lines, begin securing things. Ijit had run over, highly irate, hopping around, waving arms, cussing his lines were sliced and diced...looked up, politely indicated 'WTF?' and completed chores.

* Had been on an assistance/mild rescue run, dropped crew before.

I did not see anyone fishing for dogs in the video and frankly branding an entire pastime is small-minded I don't brand all boaters idiots because of the actions of a few large cabin cruiser captains who can't operate properly. I have fished in the ocean mostly for many many years and have found the majority good boaters sportsmen and environmentally minded. As in any large group, you have the outliers just as Sailors have the methheads playing live a board on derelict boats. So let's not be too critical of our fellow boaters. And to the other poster that said driving the boat in circles was not illegal. In most states, it is a criminal offence to intentionally interrupt hunters and fisherman and for good reason as sportsmen provide the bulk of the money used for environmental protection and boating facilities such as boat ramps etc.
