In the open ocean, I would not expect to tow the body in the dinghy, it will get out, it will go sideways on a wave, it will be a hazard. And really, if you want to think about suspicious, what would YOU think if you came across a dinghy with a full body bag in it?
When you imagine having to deal with this, factor in that you are 4 or 5 days from land. It will clarify your thinking.

That does imply that the "act" of burial at sea is legally accepted.
Quarantine is the first shore agency to question about death in transit, but they so not insist you provide the body.
So far, I have seen no laws stating that you MUST retain the body onboard for inspection.
So for practical reasons, as i said before, I would not be legally concerned if you buried at Sea with visual documentation and reported to EPA within 30 days if you were in the US.
