Not just growing, but living in areas that aught not to have human habitation. It's similar to the growing problems of flooding. We're seeing increasing damage due to flooding, but that's at least partly due to the fact that people keep building right up to the waterline (or beyond).
Climate change is exacerbating both fires and floods, but people building in areas they should not is making it even worse.
