Hi Tom. The answer is yes and no. The caption was how to live on $15 per week and you are correct that the wife's beer and brandy is indeed the difference between the $15 per week goal and the listed total of $16.40. However if you add up the individual items, they don't add up to $16.40. 
It seems that they were either a bit tipsy when adding it up, or they were not very good with math, or perhaps both!
