In the case of this cartoon, the 'freedom claimer' (clearly rolling off the protests against lockdowns in some places in US by some people) sought to maintain their 'individual freedom' to do and go wherever they chose, and in doing so, transmitted corona virus and thereby infected 'all those others'.

This is irony,a well known form of humorous expression.

The humour is in the blatant self-interest (and concomittant communal disregard) in which the irony lies. The humour rests in the fact that the 'freedom claimer' also died.

As the old adage states so well: be careful what you wish for, it might not be what you need.

Or - and perhaps more to the point - might not be what you thought you were demanding or wishing for.
