There's a slow analogy to this flight "Buzzing". Years ago I was sailing slowly downwind and approaching the narrow gap in an old unused railway bridge near sundown. My genoa was well out to starboard and a young man was fishing with his back to me at the end of the bridge. When I slipped through the narrow gap at about two knots the clew of my genny was just a couple feet from the man's left shoulder. At first there was a scream and then hoots of laughter.

And YOU get to be the police and make everybody obey the rules that you personally approve of, huh? A shame you couldn't get his tail numbers so you could have Gestapo waiting to shoot him when he lands. Oh well, better luck next time.

As for the P-51 flying low in the hands of a competent pilot, I wish I had been there to see it, too.

Idiot pilots? Come on grandaddy! If a person has a P51 and can handle that big old over torqued no visibility tail dragger, they should buzz the daylights out everything they see. Just as anytime two sailboats can see each other its a race, every time a P51 flies its an airshow.

Boston harbor approach passes directly under the airport SW final approach, fun to look straight up into the wheel wells. I heard that a mast was clipped years ago but have not tracked an authoritative account.

Even the FAA FSDO won't do anything about low flying over the beach etc., unless there is a complaint. The have to respond to a complaint.
When was the last time you ever heard of an accident from low flying over a beach or boats? I've never heard of any.
"buzzing" sail boats was seeming some kind of past time for the old WWII era pilots, read some of the old books.
Personally I'd love to be buzzed by an old war bird, be an honor.

Not just P51s.

Years ago a buddy and I were delivering a boat up the US east coast to New York. This particular day we were somewhere off the Carolinas, the sun was shining, we had the spinnaker up, the autopilot on, and we were both happily reading our books with an occasional glance around to satisfy the safety police.

We were abruptly startled out of our peaceful day by a fighter pilot amusing himself. I don't know what kind of jet it was, but he came by our stern at what I estimate was about 100 yards off, and he was a damn sight lower than 500 feet! My friend and I woke up to this about 5' in the air lol.

He then made a couple of runs using us for targeting practice I guess.
It was an exciting and appreciated event in our day.

Always love to see our tax dollars used for my entertainment lol.

He got buzzed by a P-51 with an air show thrown in for free! How F-ing cool is that!
I'd track the pilot down and buy him a drink.

I once got buzzed by a B-52 in the middle of Biscayne Bay. It was wonderful!

Got buzzed more than once during my tour in RVN while humping the rice
paddy dikes. By various fixed wing, and choppers too. Saw more than one
FNG jump into the paddy ! What a treat !

I used to be stationed in Fleigorhorst in Germany, we would occasionally go on a Rhine River cruise, that was when you would fly, usually in formation down the Rhine at low level, below the level of the cliffs, looking up at the people walking the banks, only excitement was when we met a Brit Tornado coming the other way, apparently on his own cruise
Germany was an interesting tour, loved the place.
Another test pilot and I had a PL (precautionary landing) in a small town and got to meet Adolph Galland. No one was allowed to see and talk to him, his daughter kept every one away, but even he came out to see the Apache in the field right by his house, which is what we had hoped. Our screw up was we didn't bring a camera

A guy I now rebuilds these planes for the RENO air races. Has a stack of them going thru his shop. Getting buzzed by one is an honor sir. The dedication to these machines needs to be appreciated. I was promised a ride in a 2 seater but have yet to collect.

Another classic to appreciate.

I almost got in trouble for buzzing. We were the first aviation unit in Bosnia years ago and at the beginning we were flying missions out of Hungary, we stayed in a town called Kapsovar. There were these little trains that ran from one town to the next, really more street cars more that trains.
Anyway I was out doing a test flight for something and after the test flight just for the heck of it I dove on one of these trains. They must have seen me coming because the train came to an abrupt stop and people dove from it to the ground. I figured my career was over, we were armed as all aircraft in the Batallion were, but nothing was ever said. I guess they didn't know who to complain to? I didn't mean to cause any commotion, but I guess they were more than a little nervous to begin with.
We used to "attack" trains all the time in Texas, most of the time I don't think they even noticed
