I have been trying to solve the same problem and recently discovered this hat. I have only worn it once in a light breeze but am very happy with the fit, features, and quality.

I think Ann had it right in the #2 post. Maybe go a bit farther - a thin wind jacket that has a roll-up-in-the-neck hood with a ball cap for warm weather, and make the ball cap a fishing hat, with side and back panels, for calm days. Fishing hats are designed to keep flies (lures, not insects) out of your ears, but also keep sun off your ears and neck, so you don't need sunscreen.

For sun I use a wide-brimmed straw had (Quicksilver, bought at West Marine), and varnish the brim with several coats of whatever's at the bottom of the pot. That keeps it stiff and prevents the edges fraying. If I need a reef in that I use a baseball cap cinched tight.
For rain I use a Grunden's Sou'wester.

You do not put sunscreen above your eyes. That's what the hat is for. I learned that one on beach cats 40 years ago. It really stings.

My tip of the day, if you use a baseball cap, be sure to select one that does not have a metal "thing" on the top, as it will burn your head in hot sun. That one has got me multiple times.

sunscreen around eyes should be avoided. I have had good luck with Bullfrog 50. even with a hat your face can get burned .. ask me how I know

i had good success once stiffening up a broad hat brim using paint...worked a treat

I have a Riverz Utah hat that is about 10 years old and still looks like the day I got it. Does not deform, can be packed and floats if it falls off. The brim is wide and will not flop in the wind. That said, in brisk wind the brim might start to provide lift. My wife calls it my sombrero.

I wear a buff and sunglasses. Never lost a buff to the wind. Will also keep crap out of your ears when your scraping of your bottom in the water.
