While I was shopping for boats I didn't have too much trouble getting onto the docks. Most marinas have boats for sale and if you just go to the office and ask if they have any boats there that are for sale and if they do ask if you can walk around and look at them. They MAY escort you, but odds are they'll just tell you to go ahead and look, just to stay off the boats.
