Jan, I would suggest that since you are not residing in the US, you don't pick up a form because you don't count as a "resident" while you're not residing in-country.

The primary purpose is just an accurate count of bodies by state and census block where they happen to be when counted and nothing more. You can be counted any place you actually are when you get counted. It really is the only qualification so it makes sense you can't register with the census from out of the area.

We all might like to be counted some place else but it really is just about where you are at that moment in time. Doing it that way makes the problem of displaced people even itself out yet includes all those actually there. After being counted the main concern is you not be counted again.
