Final update. I'm happy to report that Walker Bay sent me by email and hard copy a replacement MSO. There was a $45.00 handling fee which Amazon.com refunded. Gotta love Amazon. So far I'm happy with Walker Bay too. Now I just have to deal with California
DMV to register it.

By the way, my last few dinghies were PVC and this one is a hypalon type. On the PVC getting registration
numbers to stick was impossible so I used a Sharpie to draw them on and redid them every few months. Any advice
on adhering registration
numbers/stickers to hypalon?
