That's your claim. I'd lump in a whole lot of other things I consider "bad policy." But it depends on what you want to achieve, and in this case, how you view higher education. Other successful societies have made other choices around tuition costs. There's no one universal 'right anwer.'

Not all charities have their properties operating municipal tax-free. And there are lots of tax supports for charities.
Personally, I'm in favour of targeted tax support for charitable activities. So if someone wants to operate a soup kitchen or a
food bank, for example, then I think making that space tax-free makes sense.
