Not exactly. The RV package 5 months ago could still not be used in motion without violating the TOS. They just launched a new dish for the RV service, which can be used in motion.

No, but the required dish is a hellacious price. The old dish works and can still be ordered with the RV service, but use while in motion requires the new dish.

$135 a month for the mobile service and $599 for the hardware.
The only thing that has kept us from being able to get moving is internet because of work, so I am willing to pay.

This is from Starlink Maritime that I received today in an email...
"High-speed, low-latency internet with up to 350 Mbps download while at sea. $5,000/mo with a one-time hardware cost of $10,000 for two high performance terminals."

This isn't targeting recreational boats. Maybe they never will beyond what the RV service can support.
For cruise ships, cargo, etc, this is a smoking deal. (Once they actually have offshore coverage).
It is very possible that Starlink ends up solely being useful/affordable for coastal cruising, but $135/month to get usable internet access in Desolation Sound or wherever is totally worth it in my opinion.

We got the residential package in April, 6 months ago, RV package came out 5 months ago. We've traveled about 4000 miles since April with the residential package, with portability, and it has worked just fine at anchor, at the dock, or underway from PNW to Alaska and back . . . . $135.00/month including taxes, etc. Package was $600.00 usd. The only thing that happens when you violate the TOS (Terms of Service) is that the equipment warranty may be voided . . . . I'm okay with that.

Well, so far that is what happens. The smaller/older dish doesn't have the required government approvals-that is why the ToS is what it is. And now that Starlink can force you into a more expensive dish they might start enforcing the ToS.
Starlink has been slowly making other unwanted changes, for example there is now a data cap and throttling speeds instead of unlimited data. So, it is reasonable to expect they will enforce other rules.

The new “mobile” RV package is $2500 plus $130 a month and can be used in motion. The “marine” version is for ships and large yachts.

Great news! We ran into several boaters in Northern British Columbia using Starlink with home based units in a mobile configuration and they had great success getting online.

I just ordered mine today. The $2500 is, by all accounts, only needed if you have to access the system while underway at sea; the normal antenna is sufficient for anchorages. I spoke with 2 boats recently that are absolutely thrilled with it - but they catamarans I'll know soon; and if it works as I hope it will be a game-changer for me as I can finally stay in remote anchorages and still be able to do "home-office" from paradise.
