Southern Chesapeake Marinas?

Hey all!
So we're looking for a low key, kid friendly liveaboard marina. Hampton/Newport News area would be ideal.
The most important thing for us is not big amenities or fancy shmancy-ness. Clean laundry and bathing facilities are all the amenities we need! The more mellow and down to earth the better. In fancy places we'd stick out like a sore thumb!
We need kind, simple people who truly form a community. Our son is autistic, so we are hoping to find a place where there are kids and kind parents.
We are also planning on living aboard throughout the winter, so we are hoping for a place with an active, year round community rather than a ghost town. We would also prefer monthly payments over a yearly one, and reasonable rates.
Any recommendations?

I wonder what has happened to the military base marina at Fort Monroe. I used to anchor off that place and dinghy in to the military museum that is now run by the National Park Service. The setting seems as though it would be great family live aboard marina. Some one closer to the area will know what has happened to this place after the closing of Fort Monroe. Also consider the marinas on Willoughby Bay on that spit that is on the other side of the tunnel.

Ok, so here's what we've found and like so far:
Tidewater yacht marina in portsmouth - pretty big, but reasonable rates, we were quoted around 340+electric to liveaboard. There's a pool and restaurant, which is pretty cool!
Ocean yacht marina in portsmouth - smaller, right in the city, around 300+ electric to liveaboard. Really nice dockmaster!
Leeward municipal marina is newport news - 400/mo including liveaboard fee and electric. Looks a little rough around the edges.
Fyi - The City of Hampton has outlawed living aboard!
The folks I spoke to on the phone were very kind, and many were happy to recommend other marinas if they weren't able to help us directly.
