Removing vessels of people without much experience on unseaworthy boats

This was just posted in Latitude 38 about Sausalito's initiative to start removing boats anchored out for longer than 72 hours in Richardson Bay. The title of this post was reported in Lat38 as something the city plans to implement during "Phase three" so from a policy perspective, this will be interesting to watch, but there are CF members who are likely to be directly affected
