Places where moorings convey or can be sunk off your land?

In NB Ca if you want to avoid the 50+ year wait for a mooring you buy a floating bird terd for $50k+ and the mooring conveys. Anyone know if any of the moorings in SD (or anyplace else) where you can own a boat & can tomorrow by writing a check today??

In alternate any thoughts on places with cheap beachfront lots (Belize, Costa rica, Venezuela etc.) and a relaxed attitude about sinking a can off you're own beach?

Google earth makes Punto Fijo Venezuela look like god built it direct from my cruising dreams..
