Just because the thread has a bit of those "elements" let's not throw the baby out with the bath water. The issue still boils down to sharing a public areas on a reasonable basic, which is something that's not currently happening.

Nope. The bf was one of those boat bums, but he never overstayed his welcome, and opted to get a job and pay for a slip when he decided to stay on (well, next to) BI. It's about the quality of the person, not the person's possessions.

No , thats not what I meant. I don't want to get back into a debate about money or lack of it or the righteousness of work etc.
I mean the response from those anchored has to be taken into a social context and their actions evaluated in that respect.
Its like having a debate about the courtesies of blocking the sidewalk with a homeless guy . you see what I mean

I lived in Bradenton, FL from 2002 to 2008. The city directly south of us, Sarasota, had a similar issue with the public mooring in their harbor. In the case of Sarasota though, it was derelict boats that were the problem. People were essentially abandoning older boats, both power and sail, at the mooring because of the cost of proper disposal.
The city started trying to charge for mooring, but then discovered the area is a Federal mooring area, so they couldn't do anything if you chose to drop anchor there. Last I remember, they could charge for the mooring balls, but couldn't charge if you just dropped anchor.
I'm sure someone closer will chime in with more current info...

isn't that a different problem entirely. That situation may just have to be handed from taxes, can't see another way, bringing a prosecution is likely to achieve nothing ( though that shouldn't stop it)

No, I really don't know what you mean. The homeless guys in Seattle that lived along my walking route to work built their houses off the beaten path, under viaducts, in abandoned building porches etc. They didn't force themsleves onto the graces of others by demanding their rights to sleep outside a restaurant because they got better handouts there.
And before you get all righteous and huffy about 'out of sight, out of mind', the ferry folk knew all their resident homeless people and took good care of them. Most did not want permanent shelter. When the ill-mannered ones showed up and narrowed the walkway, they were ignored and quickly moved on (as in, they were moved on by the police). The others made themselves a part of our commute society, and we cared about them.
Our society is made up of many types of people and they are all necessary, and they all need to obey the same rules. You don't get squatters rights in public spaces because you have less money. You don't get to yell "discrimination" because you are treating space that's meant for everyone as your own domain. And in the Oriental situation, it is prime public space. Meant to be shared.
If you want to anchor permanently somewhere, don't pick the best spot. Choose an out of the way harbor, and I'm pretty sure that no one will mind at all.
