Mexican visa/FMM

Everyone makes it sound so simple to go on line to obtain a FMM.I have been having trouble getting forms only in spanish and then having trouble following the form.First question does this have to filled out in advance?Can this be done arriving in Ensanada?Any help would be appreciated

there is a mexican consulate in san diego if you are there, convenient to laurel street moorings. it canbe started there.
it can be done in ensenada at the pc office.
it can be done at any airport in mexico once arrived from whereverville....
