“... Davis said he shot Dugat several times with a 12-gauge shotgun and then with a .22-caliber rifle as the victim approached his sailboat in a dinghy, according to the sheriff’s office.

Dugat was shot in the face, head and arm, deputies said.

“Davis stated he had been having ongoing issues with a group of other liveaboards, including the victim, recently,” Linhardt said. “Davis stated he feared the group was vandalizing his boat and he was fearful they were going to set it on fire...”

When you get right down to it, I suspect this is the crux of the issue:

Boot Key Harbor was hard hit during Hurricane Irma in September 20017. Salvage crews from the Coast Guard, FWC and the U.S. Environmental Protection Agency spend the months following the Category 4 storm removing smashed vessels from there, as well as many other places throughout the Keys.

Often, it's the homeowner and the municipality that have to decide who is going to pay to get a derelict vessel off of the beach or some private citizens backyard. Safety, pump-outs, and littering are simply easy justifications for what they are really enforcing.
