In watching the local video news report it is worth noting that Mr. Tellam is one of those who can't seem to grasp how to wear a mask correctly. In my mind this only adds to the list of reasons to call his judgment and indeed mental capacity into question.

There isn't any question at all. Traveling on a diplomatic passport (black in the US) carries some privileges. Diplomatic immunity is not one of them. Each embassy has a list, called the Diplomatic List, registered with the local Foreign Ministry or equivalent. If you're on that list you have diplomatic immunity. If you're not, you don't. There have been cases where the sponsoring country waves immunity but it doesn't happen very often.
I traveled on a black passport many times when I was a
government employee and the
training was very clear and explicit. You could get in a LOT of trouble for claiming diplomatic immunity when you don't have it.
On the other hand spouses are a perennial problem, and not just at State. There are no end of cases of USCG spouses insisting on being saluted based on their spouses' rank when driving onto a base. *sigh*
