I would think any country would have a problem if the name on the boat and the paperwork isn't the same. Presume you have a a TIP for Mexico. The name on that needs to match that on the boat documentation too. I have no idea on what is involved in changing the name on a TIP. Maybe cancel one and get a new one in new name? Sounds like you would need to get a knowledable agent to help you through the Mexican process. In the US the boat documentation number does not change so at least the HIN and the doucmentation number would be the same on the old and new CG document, just the name would be different. Might be able to convince locals that all is OK.

I have had various officials check to see that the name on the Zarpe from one country matches the name of the boat I was bringing into their country, and some do come to the boat physically, including Mexico when checking out of the country in Chiapas.

Like most things in Mexico, the rules are interperted differently from port to port. Might be as simple as asking a port captain and see if it is OK with them to change the name while in port.

As Boatpoker noted if you are Canadian registered you must reapply with Transport Canada and first search the new name and then wait for approval after completing the application. Registered boat names are unique for Canada and cannot be duplicated.
That and a $250 fee and you are on your way.
As for the Mexican question, I'll leave that to others that have cleared and transited Mexico.

I know of a boat in MX that has the same name as some crook's boat that passed through the area a while back so now it's given the name a bad reputation.

The name of my boat is Kinja and it came with the boat.
I have learned Kinja has three meanings.
1. An island in the US Virgin Island
2. An organization called Kinja. For them, it means "Understanding through
discussion."
3. In the Caribbean Islands, it translates to "Drug Lord." Got that translation
from someone from the Islands.

I can honestly say, even after I loosen the fuel fill cap, to prevent drawing a vacuum and collapsing the fuel tanks, the boat wont go over 15knts. Not much a drug lords boat, eh?

My dad had a boat, named after his wives. Had to change the names 3 times due to their deaths.
