Police: Key West liveaboard raped, tried to murder woman
BY GWEN FILOSA
gfilosa@keynoter.com

A Key West liveaboard boater kidnapped, raped and tried to strangle a 27-year-old woman he invited to his boat Sunday night, tormenting her for several hours and at one point throwing her cell phone into the ocean, according to police reports.

Jeffrey Sundwall, 46, was arrested on suspicion of attempted murder, false imprisonment and sexual assault with a weapon or force on a victim 12 years old or older.

“She went unconscious twice and at one point begged the suspect not to kill her,” according to the arrest warrant. “The suspect told the victim if she struggled, she would die.”

Sundwall lives on a 34-foot cabin trawler named Today in Key West Harbor near Christmas Tree Island. He told detectives the woman consented to sex with him.

Friday, he remained locked up at the Stock Island Detention Center without bond, per the warrant.

The woman told police she was invited to the boat, which Sundwall uses as a water taxi to and from Christmas Tree Island, also known as Wisteria Island and a haven for people who live on boats and the homeless.

Once on the boat, though, Sundwall came up behind her and put a “sexual restraint collar” around her neck and choked her with it until she lost consciousness, according to Monroe County Sheriff’s Office Deputy Becky Herrin.

“She said she woke from unconsciousness to find him raping her,” Herrin said. “She said he put a gag in her mouth so she could not make noise. She said he held her for hours and continued to torture her. At one point, she says she was begging for her life and he told her if she struggled she would die.”

She also said Sundwall forced her to smoke crack cocaine, the arrest warrant stated. The Keynoter does not name alleged victims of rape.

A witness told the Sheriff’s Office that Sundwall runs the water taxi service and he had called Sundwall for a ride to the island Monday morning, Herrin said.

“When Sundwall arrived to pick him up, the victim was with him,” Herrin said. “She told the witness she’d been raped and asked to use his phone. She used the phone to call the Key West Police Department for help.”

When Key West police arrived, both the victim and Sundwall were there. Sundwall allegedly possessed crack cocaine so he was arrested by and booked for possession of the illegal drug.

The Sheriff’s Office has jurisdiction over the harbor so detectives from that agency’s Major Crimes Unit responded. Their investigation produced a warrant for Sundwall’s arrest Wednesday.

This is NOT piracy. Piracy is done on the high seas, in international waters.

This is just "ordinary" crime.

Maybe so but you livaboards need to now one thing. Boats come loose from there anchors and sink. No need to put up with this guy who has been mentioned on forums for years now

Agreed, I have amended the title to reflect this.

Yet again? Nothing in your post to suggest that he has any "priors".

And as Hydra pointed out, this is not piracy. Neither is it really cruising related. It could just have easily happened on land, the perpetrator just happens to live on a boat.

I'm curious about the "sexual restraint collar". How is that supposed to work? Okay, time to google....

Re: Beware- criminals in Fl Keys anchorages

It's certainly wise to beware of criminal activity, but I also wonder if the plural "criminals" in Fl Keys anchorages is appropriate. This implies that there is a pervasive problem with crime throughout the Florida Keys.

This identifies the heinous crime of one individual at one location and not the activity of criminals in Florida Keys anchorages. We've anchored numerous times in the Keys over forty years without experiencing any form of criminal activity. I not denying that crime exists in the Keys, but it's not rampant or even common among the anchorages.

Damn powerboaters!
But more seriously, these guys are everywhere. A rap sheet a mile long and out in society. Too expensive to keep them in jail. Cities would rather use their resources that have a plus side financially. Traffic tickets and DUI's. Almost every day I see a crime reported on TV and the offender is a known felon with many arrests.

I am surprised that this thug's boat has not sprouted a leak and sunk long ago.

Nasty story but hardly typical. The thread title is an absurd exaggeration. Very disturbing that this man was apparently running an unlicensed water taxi service so the normal caution about going to a stranger's home didn't apply. Kind of surprising that the locals did not administer some street justice.

In the late sixties I sometimes met with a group of a dozen at most , gathering a Mallory Square for the sunset. This gathering has now grown to a flamboyant festival "at the end of the road", Duval Street, but never sad. Key West has been a haven for many with free and alternative lifestyles, exotic fashion, free range chickens, and music, but not sad. It's also not plagued by crime, poverty or urban decay. "Key Weird" may be an expression that captures the unique quality of the place, but not "very sad". Maybe an excess of drinking, smoking weed and partying, but not sad.

This thread has highlighted a specific and terrible crime, but this crime does not define Key West.
