Compass Point Marina or Independent boat yard on St. TThomas.I don't use marinas, so can't tell you the dockage rates. As far as a mooring, you will have to get to know some of the people on the island. There is usually anchorage available ( No balls) in the downtown harbor but for flat anchorage, you're really going to have to know someone. nothing there to rent. best place would be Vessop Bay. There are balls in Christmas Cove, but you can't stay long term. St. John is worse. Check for a spot in Chocolate hole..

To make matters worse they are actively pursuing that giant marina project in Coral Bay, St. John

Good bye to one of the only good anchorages for long term stays in St. John .

We keep a boat in a boatel right next to independent boat yard... good place but it can be hard getting a slip. You need to reserve well ahead of time for long term stays. The yard itself is pretty tight as well.

There are no permits CZM or TPDES yet. This has been going on for over 12 years that I know of, and I don't see it ending anytime soon. They are also dredging up the salt pond Mandel marina too, but the Frenchies will never let that happen either no matter how much money people have to throw around.
