Will a MARAD Waiver Allow Charters on a Foreign-Built Boat?

Well I am sure this article has been dealt with before, BUT I can't find it? Anyway, I am thinking of trying to put my CHB 41' Trawler into 6 - 12 Pac chartering. I would do this in the San Diego area. In shore, cruises in the waterway inshore. I was licensed 100 ton+ but did not renew many years ago. I am now 77 soon to be 78 and need to see what I can do to get my license back, renewed, whatever? I can certainly pass the physical. I am not sure if I should have the vessel as a Registration or a Documented? I'm thinking fun for me and fun my the customers.
