Releasing Lien on documenteed Vessel

Does anyone have any experience in releasing preferred marine mortgage on their documented vessel? I recently decided to payoff my mortgage and wanted it recorded by the USCG. In searching on line I found a USCG site with instructions and format for submission of release documents. There was no mention of a fee. I then found another site with USCG logo that had an online format and a submission fee of $145. Is the USCG charging a fee to record the release or did I stumble onto a third party service that is charging a fee for what looks like a simple process?

There are a number of companies that make websites that look very official that are NOT the coast guard. Most of them do what you could do yourself and charge a fee, sometimes a few hundred, for the service.
