Pay VAT - US Reg Boat in Panama?

The boat has been in Panama for two years. US registered.
Shall VAT be paid in Panama? The boat has been on the hard.

If I buy the boat and check in at custom & harbor master. What paper do I need to show them because of change of owner?

I have purchased a boat before (2007) in Panama. At that time it was a Swedish registered boat which had been in Panama for 5 years. I didn't needed to pay any VAT but I remember they reacted over it. About paperwork I don't really remember.
