Looking for someone to help with documentation for boat sale with no broker

We are US citizens buying a sailboat in Turkey. The seller is from another foreign country. Will need to take it off the register from their country and register it in the US. Just want to make sure we are completing the paperwork correctly. Any suggestions? First, should we hire someone from the US or in Turkey since that's where the boat is located?
Could use suggestions for a company to handle escrow as well.

I would suggest hiring a reputable broker in Turkey to act for you.

From the sound of it this is a private sale... if not the sellers broker should be able to facilitate these things for you.
I would also suggest you contact the CF member Yelola, he is based in Turkey so should be more able to point you in the right direction than a bunch of yabancılar daresi.
