do you need a drivers license to obtain boat insurance

We live in the city and take ubers everywhere , we dont have a drivers license or want one, recently when contacting boat us and a couple other insurance providers, we were told a drivers license was neccessary to obtain liability or full coverage insurance for a boat as the underwriters get a rate based on your driving history does anyone have info on this

Sounds right. Hopefully someone who is in the same boat will respond with the workaroud.
Have you tried a offshore company perhaps Canadian as they wouldn't have access to the DMV.
