i could be wrong but i think duty and gst are payable as soon as you advertise it for sale.

Correct.

And note that contrary to cwjohm's statement, residency is relevant. Australian Resident's (Kiwi or other) do not qualify for a Control Permit and are immediately liable to pay the duty/GST:

This statement has me terribly confused... I can only assume that you think Kiwi's are Aussies? However, given your location that doesn't seem likely.

I followed the link, and conclude that...
Australian Residents do not qualify for a control permit (aka cruising permit)
Kiwi (or any other nationality) Residents DO qualify...

If you plan to put the boat for sale then the control order is varied does not matter what nationality. If you don't tell them try to catch the book, it will be moving fast.

Nationality and Residency are two separate things.

I'm a Kiwi. I was an Australian resident for several years ( i.e. rented a house there, worked there, paid taxes there). Now I am not. I am currently a PNG Resident.

When I was resident in Australia, I could not get a control permit.

When I sail to Australia now from PNG, I can get a control permit.

If I advertise my boat for sale in Australia, I can't get a control permit and if I hold one at the time I advertise the boat, it immediately becomes void.

I heard that the NZ government had a few spooks working really hard in Australia . . . . . well you never know. They were always trying to figure out how to play cricket.
