Want to Rent: Moorage in Morro Bay area

Hi all. I have my eye on buying an older Ocean SS48 and mooring it in MB. I have so many questions. Where to start. How would I go about renting or purchasing a mooring? What would a normal maintenance schedule and costs look like? Do I need any special licenses or permits? Is this boat I'm eyeing the right boat?

Perhaps I'm overthinking it and should simply pull the trigger and everything else will fall into place.
